Description
Bluto is trying to make a buck by spraying mud on the windows to make people think they're dirty. Up 20 stories (or at least Popeye says that) is Olive Oyl, public stenographer. Wiping all kinds of windows, Popeye and Bluto get into a bitter quarrel between who's better at cleaning windows.

Well, I guess I'll pick up a little business around here. Hmmm, nobody lookin'. Window cleaner! Window cleaner! Window cleaner!
And so the party of the first part, and the party of the second part. I wonder where the third part is going to be? Oh dearie. Party of the third part, the party of the second part.
Window cleaner!
Uh, not today, thank you.
What do you mean? Why not today? Thank you.
'Cause I'm gonna wash 'em. That's why not today, thank you.
Oh, yeah.
I wonder how that mud got up here on the 20th floor.
That guy thinks he's gonna ruin my racket, hey? Hey, let me show you the real way to wash a window.
I'll wash 'em.
Oh, right in the eye. I can't see. Whoa! Ah, you're out of date with that stuff. Let me show you how we moderns do it. A little whip cream on the window. There ya are.
Oh yeah? Hey, shrimp. Get an eye full of this. A real window cleaner.
You look like a monkey on a string to me.
